New setup using Gigabyte Aorus Elite AX Z790, RTX 4070 FE and i5-13600K. The system starts up, fans and GPU whir, but no display appears via a DP or Mobo. Previous Dell S2721DGF worked well on a 2060. I've tried resetting CMOS, verifying cables, etc. Am I overlooking something? Other components: Trident Z DDR5 6000, Samsung 990 Pro Fractal Celsius+ S24 AIO Super Flower, Leadex VII XG 1000W.

You didn't include the GPU in the motherboard port test. Many boards turn off built-in video when one is found.

Attempt this setup too! Make sure you understand how to link the 4070 correctly. You're currently using a stock adapter connected to two 6+2 VGA cables—this is fine. The PSU also includes its own 12VHPWR port for VGA, so swapping in the new cable is safe and recommended.

I would connect using the PSU provided 12VHPWR port, the adapter is intended for individuals who do not upgrade their PSU when purchasing a new GPU since PSU specifications have recently been updated.

It turns out the old screen I had was damaged internally while being moved. I switched to a new one and it functioned flawlessly. Appreciate you!
