New model 9800X3D consistently operates at full capacity.
New 9800x3d comes with a fresh Windows install, consistently running at 5.2GHz across all cores. Every monitoring tool I use indicates full utilization at all times. The motherboard is an ASUS TUF Gaming X870+ Wi-Fi model. I’ve completed standard malware scans and confirmed no threats. All drivers and BIOS are up to date, and I set the BIOS to default. I also tried balancing Ryzen as balanced, Ryzen high performance, Windows balanced, and performance, but hwinfo still reports 100% CPU usage. A clean boot and safe mode both show identical results—only the task manager displays the CPU at full capacity when no other processes are active (just Windows). I observed the C-state was auto in BIOS, but switching it to enabled didn’t resolve the issue; hwinfo still lists all states at 100%. I’ve terminated every background process, yet the CPU remains consistently at 100% usage. It seems there might be a hidden overclock or an undetected default setting in the BIOS that’s causing this problem. The default BIOS configuration and the fresh installation are contributing to the persistent high load. I’m still unsure how to fix it.
The IDLEDISABLE power setting had a problem. I completed the instructions in this article and it resolved the issue.
