Look for an option in the BIOS to turn off USB power after shutdown. Verify if it's active. Refresh your chipset drivers, switch to another USB port, and if needed, upgrade the BIOS.

USB SS is set on the connector for a specific reason. My microphone and gamepad are using the USB 2.0 port.
