From the files you downloaded, it appears you used a specific browser. Each browser allows you to configure the default download location.

Don't just drag the folder around. Click right-click on downloads, go to the location tab, select move, and place it on your desired drive. If you've already done this, turn off your computer and restart. You'll need to do that.

I moved them through the location panel and switched to a new drive, but when I save a fresh program such as Steam, it stores the file on the C drive instead of the D drive.

Did you turn your PC back on after the switch? I've heard it's essential for this to function. Also, since you're using Windows, sometimes it resists being instructed. If everything was set correctly, double-check your PC is current and/or try again tomorrow. Honestly, I faced a similar issue once and it eventually resolved.

I rebooted it several times. Eventually, I deleted the downloaded programs, tried again, and it functioned properly. There was an issue with MSI Dragon Center during installation, so I decided to let it install in the M.2 slot instead.
