New installation, power switch on motherboard not working, ASRock B650M PRO RS

Motherboard model: B650M Pro RS
CPU: Ryzen 5 7600X
GPU: Radeon RX 7800 XT
Memory: G.Skill Ripjaws S5, 32 GB (2 x 16 GB) DDR5-6000 CL36
PSU: Corsair CX650M (2021), 650 W
BIOS: 1.28

Status: All components are brand new, thanks for your help.

Preparation steps:
- Installed M.2 NVMe SSD
- Placed two RAM sticks in slots A1 and A2
- Mounted CPU and installed cooler
- Connected CPU fan coolers to correct pins
- Inserted RAM one at a time
- Verified power cables were securely connected

Current issue:
- PSU powers on, motherboard indicator lights up
- Tried booting via System panel header (PWRBTN# and GND) but failed
- Attempted to press power button manually with screwdriver, no response
- CPU fans remain off

Notes:
- Checked CPU orientation and physical damage
- Confirmed RAM installation was correct
- Ensured cables were properly seated
