New build fails to start, orange DRAM warning appears. Checked booting with single memory stick in B2 slot, no improvement. Tested various memory types, still no change. Updated BIOS and performed flashBIOS, nothing altered. Removed GPU GeForce RTX, used only motherboard graphics, issue persists. Additional advice? Please share specifications.

Have you checked each DIMM in every slot one by one?

I hadn't done it before, but I just tried. Now, using a stick in A1 & A2 or separately in A1 or A2... it switches through the Q-LED's yellow DRAM, then red CPU, pauses on white VGA for a moment longer than yellow-green Boot for a second, and returns to yellow DRAM.
