DON'T lower the temperature threshold - you'll just make it throttle even earlier.
The card can pull some 366w of power, so it's going to put out some heat... you just need to account for that.
How do you have your fans set up in the case?
Are you using one of the unique motherboard layouts? I know users can turn it upside down, or sideways, and that will have an effect on what fan setup work best.
Automatic driver updaters suck. They can install out of date, or even some incompatible drivers. It's best to do it manually.

I'm a bit confused though. Why can't I change the target temperature setting off the GPU?
Doesn't it just change the RPM of the GPU fans to get it to a lower temperature or am I being an idiot?
