I purchased a fresh hard drive for my laptop. When I turn it on, it won’t enter BIOS. Dell told me the new drive has no operating system installed. Can I still boot without one? Perhaps using a USB or CD? My machine is a Dell Inspiron 15. I’m thinking about leaving a service tag, but I’m worried about safety.

USB or CD drive could be used. When your preferred operating system installation media is available, place it in the device and power on; choose it during the BIOS setup to start the installation.

I nearly managed to set up Windows 10 via a USB drive. There isn’t a choice of installation media available. I replaced the existing hard drive, which should mean it’s in good shape.

To enable the Windows installer, you need the RAID/AHCI drivers. Otherwise, adjust your BIOS settings to turn off RAID-AHCI mode. Obtain the drivers from Dell’s support site for your laptop model, save them to a separate USB drive, and use the "Load Drivers" option during installation to recognize your hard drive. If you disable RAID-AHCI in BIOS, the new drive should appear unless it’s faulty, in which case verify its presence in the BIOS menu first.
