I own a brand new build featuring an RX 9070 X RTYZEN 7 7800X3D and a B650 E/F with Windows 11. Every couple of hours my GPU hits 100% usage during decoding tasks like Chrome, Discord, Windows widgets, and Steam Client WebHelper. Those applications begin to lag, and without closing them forcefully via Task Manager, the system freezes. Only a hard reboot by pressing the power button resolves it. I've tried reinstalling drivers, reseating RAM, enabling or disabling Expo, but I have no clear direction now. It's frustrating since this was a costly setup.

It's unusual that the overall performance isn't impacted by GPU utility 100, except for specific applications showing high usage.

But this tends to occur beyond just one platform. It feels somewhat unpredictable, usually seen while using screen share with video playback on Chrome or streaming on Steam Store. No other application appears to cause the issue, as performance remains stable—only a single program becomes sluggish, then stops responding and freezes completely.

Do you have unused resources on another GPU available for testing?

It's improbable, but do you possess a USB stick containing the Windows 11 setup disk, or would another operating system machine provide it?

I attempted to reinstall Windows 11 from the USB, but the problem remains. I assumed the issue was due to incompatible AMD drivers. Since I don’t have a Windows 10 key, I considered installing it. It’s strange that the same apps consistently trigger the error—Chrome, Steam WebHelper, Windows widgets, and Windows widgets all seem affected. I also tried turning off hardware acceleration, but that didn’t resolve the issue.
