Get the Display Driver Uninstaller app, start Windows in Safe Mode, run DDU to clean and shut down, install the new graphics card, and then restart the system.

It seems the issue isn't resolving on the BIOS, especially since the Windows setup hasn't affected it yet. I'll probably try connecting the old GPU to confirm everything is properly installed.

I suggest checking DDU to rule out any driver or software problems. Next, I’d reach out to a friend to try the card on their setup. Did you purchase the 3070Ti used or new?

Purchased it as used, yet it showed signs of being damaged inside its case. It doesn’t seem to have been played much. My guess is it’s just a discarded card, though it looks active—almost like a zombie. I’ve tried moving it to another slot and got similar behavior (lights and fans on but no start). The variations suggest several possible issues: lower PSU power, aging components, or something else in that system.

Used DDU but nothing worked. The LED remains stuck on VGA during startup and doesn’t reach the BIOS. It seems like this might be a faulty device, and I’m considering returning it if possible.

They mentioned they’re testing a couple of ideas, but they’re just experiments. I’ve used Asus boards that need a fresh boot with new parts to work through HDMI. DP leads to issues. If that doesn’t help, try disconnecting the monitor and then restarting the PC before reconnecting after it reaches the VGA stage in Posting.
