Mainly the name you have is a bit confusing. You’re talking about a B650, A850GL, Zotac 3060, and something else called a dream. The fans are running, but it’s not working right. Don’t worry about cables or GPU sag—just focus on getting everything up and running before you start over.

This setup seems correct for your Ryzen AM5 system. All AM5 CPUs include built-in graphics, except the 7500F. You can try removing the GPU and see if the PC starts without it. Connect the HDMI cable directly to the motherboard instead.
