Here are the original details rephrased while keeping the same length and structure:

The build specifications are as follows:
- Motherboard: ASUS ROG Strix Z790-F
- CPU: Intel Core i7-13700KF
- GPU: Zotac 3070 Ti Trinity
- RAM: CORSAIR VENGEANCE RGB DDR5 RAM 32GB (2x16GB) at 5600MHz x2 (64 GB total)
- Power Supply: Rosewell 850W Gold Rated
- Storage: Crucial P3 1TB PCIe Gen3 3D NAND NVMe M.2 SSD
I’m experiencing significant frustration and disappointment with this setup, as I haven’t been able to post anything. Initially, I had the motherboard for this configuration (MSI PRO Z790-A WiFi ProSeries), but I encountered a VGA error in the BIOS debug lights. No matter what I tried—turning on the motherboard BIOS or opening the screen—I just got a dark screen with no signal. I assumed the board was the issue, so I bought the ASUS Strix model instead. I removed everything from the old board and installed it into the new motherboard, then powered up the tower. The same problem persisted! (On this new board, I updated the BIOS using a thumb drive, but nothing changed.)
However, the real concern is that my 3070 Ti is functioning perfectly in my previous build, which has been running for over a year without any issues. This inconsistency is really puzzling. I’m trying a different GPU and a new DP cable just to test if the problem lies with my current card. I’ll update tomorrow night after installing it, but any advice would be greatly appreciated. This is only my second build ever, and after a long wait and significant investment, I’m facing a major headache.
Thank you very much.

Welcome to the forums, newcomer! Ensure you have two sticks of RAM installed in slots A2 and B2. How is your processor being cooled?

PSU: Rosewell 850W Gold Rated
Rosewill is the manufacturer, while 850W and Gold rated indicate the power consumption and efficiency. What model are you using? If the device has been operating for a while, please mention its age.

My 3070 Ti functions well in my previous setup—it's been there for about a year without any issues.

Which of the listed components were sourced from an older build?

All four DIMM slots are filled. I also attempted to use just one RAM stick at a time instead of populating all four. Maybe only A2 and B2 will produce different outcomes? I have four sticks in total, but there are no debug lights for RAM, which makes this confusing. Still, I plan to try this when I get home.

I understand this might seem confusing, but be sure your card is completely in the slot.
I made this error before too, so please double-check.

Thank you for the suggestion, but after multiple attempts to reseat the card and testing various PCI-E slots on the motherboard, the issue remains unchanged. The same post appears, along with the error lights on the motherboard (VGA, BOOT).

Huh. I have heard a lot about Rosewells being completely garbage and only providing under 50 watts, but it depends on the model. Is it the one that comes with the Rosewill FBM-X2-400-HELIX?

To the best of my knowledge, this appears to be a very dependable power supply unit.

- Could you look at the PSU cables once more and test the new GPU next?
- I’ll review the PSU connections thoroughly and attempt to install the new GPU soon.
- If that doesn’t resolve the issue, I’ll have no other options.
