Until the card's NDA is lifted or released to reviewers, we can't predict what the card will draw; you're limited to overprovisioning or guessing its power consumption.
You should consider a 360mm AIO.
You don't need the XL unless you plan to fill it completely with a very long GPU or rely on custom watercooling for extra cooling.
