The 12100 can be cooled effectively; a price between $30 to $50 should suffice. If you're willing to spend $60 to $100, it falls into the "excellent" range.
Some models come with thermal paste, while others don't—you'll need a tube for that.
How would you assess the noise level of users on this PC? Average? Strongly disliking noise? Mostly neutral?
The quieter the fans spin, the less sound they make... though some are naturally louder than others. Generally, a good fan should be almost silent when running under 1000 rpm but might become noticeable at 2000 rpm or more from three to four feet away.

Among the coolers listed, two out of three have dual towers—this isn't an issue, but you shouldn't need overly large components for your 12100.
Checking Newegg suggests the SAMA cooler is compatible with your motherboard's LGA 1700 socket. The other two models are compatible as well.
However, both Jonsbo and Deepcool are reported to be exactly 160 mm tall, which matches the maximum acceptable height for your case according to official specs. You might want to keep it within 158 or 159 mm to avoid any uncertainty.
Your Rosewill case comes with four case fans; their quality is unknown—possibly fine, but you may find you don't need all of them for sufficient cooling. Think about this after the PC is installed.
You shouldn't need to buy case fans yourself. Your setup already has four of them. Here are three more suitable coolers that fit your height requirements. The Vetroo you selected should work too. Mounting options differ, with some designs being more refined than others. The Noctua model mentioned comes with thermal paste.
