if it's configured properly, it might indicate a memory issue. It will start up multiple times and won't display a screen until the boot test is successful. Try running it again and wait around five minutes, then check if it boots into Windows or BIOS.
It seems like you're considering it might be a power supply unit or a motherboard at this stage.
i was just reviewing the pictures you added. the pus 8 pin cable is really near the cpu fan. if it touches it, it could stop the cpu and cause it to restart. i think the power supply is probably not a momemorial (all cables are built into the psu). please check that you have the "cpu lead" in the 8pin cpu socket, since some people accidentally put the "8pin pcie" cable in. also, make sure the power cable for the gpu (pci-e) is securely connected.
connect the keyboard and observe if the lights come on and stay on. if they do, press caps lock and it lights up, it might mean you need to try a different socket on the gpu—such as switching to another port on the gpu, or checking onboard gpu ports like display port or dvi on the card and motherboard.
