i spent five days speaking with my internet service provider, and it seems they can’t forward or open ports. I also can’t connect to the router—no matter which address i use, the one on the back of the router or the one listed in ipconfig shows a “cant be reached” error. They said they could provide me with a static ip address, which I could then set up on a second router. My main question is: if i get that second router and enable the necessary ports, does it work around the closed ports on the first router? It’s frustrating because my friends can’t play online games like ark anymore since their servers are blocked by my ISP.
What model router is this? Is it the ISP's? What IP did you use from the output of ipconfig ? The gateway doesn't show up unless you use ipconfig /all . I don't know how they would plan to do the physical hook-up but a second router that isn't locked down would be a completely separate network. So your computer would have to go through that connection and not be able to communicate with anything else on the other router.

It’s likely you're part of a group with neighbors using the same ISP and sharing one router that serves multiple homes. You might want to inquire with your ISP about any extra charges for setting up a home router with a static IP from them. Using a VPN could bypass their WAN, but it would require significant setup and ongoing costs. Plus, it would add latency, which isn’t ideal for online games.
The ISP will need to adjust some settings on their side, which might involve contacting them. With a publicly available IP and an open router, you could redirect ports for your game and other services. Yes, I’d stick to the plan so there are no unexpected issues. I don’t want to upset the landlord with a small bill increase.
