It's an IPsec or OpenVPN connection. Both ends use modern hardware with strong crypto support like AES-NI on Intel chips. You can achieve comparable speeds to non-VPN connections without the tunnel. Route control via BGP is possible but may vary between setups.

It could be your connection speed is too high or it's verifying packet delivery (TCP). Would you like to try UDP instead and check the communication between the two sites?
