I've operated a server for file hosting for Discord for over five months, and many Americans face slowdowns where speeds cap at 2mbps or worse. Recently, I implemented Anycast DNS and connected a Sydney server with 500/500 IP addresses. Currently I have a London server at 1000/500 and a Sydney server at 500/500. When downloading directly from either, speeds drop to around 250kB per second. I've shared a large test file for you to try and understand the issue better. I'm puzzled by this situation and really need help figuring it out. This setup uses Anycast to choose the nearest server—London or Sydney. The links work fine in speed tests, but sometimes they throttle unexpectedly. I've tried various Apache ports without success. My network chart shows a sudden stall at those speeds, which is confusing. I'm considering a Windows reinstall as a last resort, though that seems unlikely.

Another update of Windows Server didn't work, and adjusting the DNS settings on the server's network adapter also encountered issues.
