I discovered an additional switch between the "problematic switch" and the PC. After removing it, the speed increased to 94Mbit/s. Then I swapped out the remaining switch, achieving the correct speed on one PC, though another returned to 9Mbit/s. There are too many potential failure points in my network to pinpoint a single solution yet, so I’ll just lay some temporary wires to improve things temporarily.
