Your internet connection through the Netgear router seems strong, but the bottleneck might be on the wireless side. To link the Netgear router with your ISP's equipment, which ports should you use? Are both devices' wireless radios activated? Do you have access to both 2.4 GHz and 5 GHz bands using the same network name? What are the channel widths for each frequency? Use a WiFi analyzer app on your laptop or phone to perform a survey and display how the available channels are being used.

The server limits the amount of bandwidth available. This is why Steam Cache Servers exist.

I had fiber installed, which meant I used both Netgear and Frontier routers separately during the tests. At any given time only one was active. 2. Wi-Fi was disabled throughout the testing process. Please note this was performed on a wired setup.

I tested each router twice, five minutes apart, and believe any differences are unlikely.

Could the same device restricting your router’s speed be set up without any configuration options available?

It's still within the range of what's feasible.

I’m really struggling to get anything through. My router and downloads are stuck at around 30mb per second.

Your connection speed on the Netgear router matches the ISP's advertised rates, so I recommend sticking with that model. Connect as many devices as feasible through its switch and let mobile devices connect via Wi-Fi. To tackle potential wireless performance issues, place the router in a central spot, avoiding solid walls or metal structures. You haven't shared a wireless site survey report yet. Also, share your current WiFi configuration (leaving out any passphrases).
