Hi, your friend's computer seems to be having issues. It powers on but only displays the RGB on the RAM stick, no other functions. The fans are off, the GPU isn't active, and the whole system isn't responding.

Have all the wires connected from the power supply to the motherboard and devices? Is the PSU active? Are the cables in the correct position? You could test it by connecting it to a different outlet.
