when i power up the pc, all the lights illuminate and the code display shows 00. the cpu indicator appears and remains active. i attached a speaker, but it didn’t produce any beeps. the monitor shows no signal.

Yes, I confirmed the CMOS was reset upon installation.

yep removed the battery and stored it for a long time, plus he set the BIOS back to its default settings.
