The CPU fans briefly spin before stopping for two seconds, then resume spinning continuously during booting. There is no display or beep sound. Possible issues include a faulty PSU, dirty RAM stick, incorrect slot, or a bad CMOS battery. Also consider using a different display cable on the motherboard.
