I want to upgrade my computer so it can handle moderate or high graphics while recording video and editing at the same time. My PC is getting old and slow, but that's okay because I'm willing to swap out some good parts for better ones. I just want to make sure the PC runs a little smoother and faster now. What programs will I use to record and cut up my footage? I'll check what hardware they need first. Most apps list their needs like "minimum," "recommended," or "best." I'm aiming for the highest level, not the lowest. How much money am I planning to spend?

I've heard mostly about OBS and Adobe Audition working well with games, but my budget is around 1500 bucks. If it works out, I'm open to swapping parts from my old setup for the new one, though I'm not sure if that's an option. There are other spots suggesting I shouldn't upgrade at all right now, and I want to know if a better motherboard or an SSD might make more sense.

You can use Nvidia's encoder to record through OBS. A $3k budget is plenty for a whole new rig because Intel, AMD, and Nvidia are all dropping new models this year. If you don't want to wait, there are some solid upgrade options on your current platform.

Honestly, getting an SSD and wiping everything from scratch before changing the software is probably the best way to go, I feel like. "Bloated" feeling isn't just normal when a PC gets old, but it's usually because the operating system wasn't clean enough. So if you get a faster drive and do a good cleaning, that might fix some problems and let you save money on your PC later. If you still want to upgrade your computer though, then an SSD will work fine in both new builds and current ones, so taking this careful approach means no wasted money.
