What a terrible state of my computer! Would you know of a suitable open-air enclosure, though my motherboard is exclusive and I’m just upgrading it. How can I enhance the cable organization or airflow beyond what I already have?

If there was a slightly bigger proprietary Dell case, that would be great, but I'm pretty sure there aren't any even larger ones.

already mentioned, but remove the floppy disk drive and its cable. use zip ties. i would add: check the extension card on the right of the picture. it looks like a raid card? maybe it was used before, but now it's unnecessary? it seems this computer is used as a server or NAS. if so, did you receive a warning about the temperature? did you verify if the fans are working properly and not dusty?

Not RAID, simply an extender for a Wi-Fi card and USB hub card.
Not intended for NAS, but still, it alerts me each time about the ATS.
Both installed fans appear fairly clean.
