You bought the game "Origin Access" and saved it in your collection, but you're still unable to download it. It seems different from Battlefield 1, yet you managed to download it without issues. Could there be a specific setting or restriction preventing the download now?

You're not experiencing any problems. The Sims 4 DD is now available in your vault, and you can download it using Origin.
