a B450 Tomahawk Max motherboard and an AMD Ryzen 7 3700X CPU. I placed the DDR4 RAM in the A2 and B2 slots as instructed. Then I installed the CPU without any visible damage, and slotted in the GTX 1660 Ti PCIe XLR8 cooler. When I turned on the system, it didn’t boot and displayed a red CPU LED on the motherboard. I’m not sure what went wrong or what to do next—anyone have tips? Thanks!

Verify that every cable is correctly attached. Ensure the 8pin CPU cable is fully inserted.

Did you set up your CPU cooler properly? It seems there might be no connection between the CPU and the MoBo, resulting in no pressure from the cooler on the CPU. Just a hypothesis.
