Did both computers come online at the same time? If not, power on just the one you want to install. If only the active one was on, turn both on again and try. I’m not very confident with this, but that’s what came to mind first.

Active Directory servers must function as DNS servers, which means you need to set up the DNS role initially. After that, it allows you to install the Active Directory role.
