I recently purchased a top-of-the-line gaming setup aimed at achieving consistent 240 fps performance. Despite that, I’m experiencing occasional stuttering in games and on Windows, making it seem like I’m getting only 80 to 100 fps at times. My FPS remains stable, but when I interact with a specific window—like dragging a task manager tab left and right—I notice noticeable lag. I’ve tried updating the BIOS, refreshing drivers for my monitor and graphics cards, even reinstalling Windows multiple times, but the issue persists. I also experimented with a new i7 9700K, a 1080Ti, and upgraded RAM, yet the stutter remains unchanged. Another thing that stands out is difficulty booting into Windows installer; it required putting me in safe mode with CPU throttled to around 80% before it worked. I’ve also used the Luumis overclock guide for an i9 9900K, but the problem continues across all RAM and CPU settings, regardless of monitor configuration. (Tested on several monitors) My setup includes an Evga 2080Ti, a Kingpin i9 9900K, 4600MHz RAM, WD Black M.2 PSU, and Corsair ASUS RoG Swift PG258Q running Windows 10.
