The final solution was:
1) Adjust the USB drive to FAT32
2) Launch the unknown program
3) Choose the USB drive and load the ISO without clicking next
4) Change the format to NTFS
5) Begin the process.
This took roughly four hours of searching online to find a working fix.
I'll attempt using the new ISO from here. It seems the one I downloaded isn't functioning properly.
