Do you know what's happening? I can't make a bootable USB because of this issue. I've tried skipping the antivirus but it still doesn't work. The Windows 7 ISO is available at the link you shared.
It seems there might be a permissions problem. Are you running the portable version of Rufus? Also, what operating system are you using?
Check the portable version too. What is the hash for the ISO you're saving? If you're unsure, use the mentioned tool to get the MD5 value.
FAT32 isn't compatible with the Windows ISO setup tool. I personally invested six hours attempting to create a bootable Windows media on Linux.
