I understand, approximately 25mbps isn't that terrible. My main idea is that at these speeds I should be downloading more quickly!

Check the Task Manager for other issues. (On Windows 10) If none, the problem might be with Steam or your internet service provider.

To reach speeds close to your connection, many factors must be optimal—like server load and distance. With over 900 downloads, you’re aiming high, but just because it’s possible doesn’t mean the service can always deliver that quickly. The strength of a chain depends on its weakest part, so even if you’re not the weakest, the whole system isn’t guaranteed to be strong.

Which nation are you located in and which service provider connects you? It's conceivable that an ISP might slow down specific traffic like Steam. If they're providing gigabit connectivity to many users, they might do this to prevent network congestion from large downloads of games.

I believe the estimate for steam's ability is too high. Currently, the summer promotion is active, with millions purchasing and downloading from servers. The network handles traffic through shared and balanced distribution so each user receives their fair share. For quicker downloads, consider waiting until after the summer sale.
