You might think there is PoE on your incoming cable because all the components inside are not your own. The responsibility shifts once you pass the grounding block.

The title of your post is "Need a MoCA PoE filter" . So if you don't believe there is power on your coax, why would you believe you need a PoE filter ?

It seems the person discussed was talking to someone in AV or a cable company, began looking up satellite services such as DTV, got mixed up with cable details, and realized the signal info might be related to their new role. The fact they understand signals suggests they likely work with a cable provider, but then they removed that information.
