Do you know of any tool that lets me check if the GHz on my CPU clock changes when I adjust settings? It seems like even after checking system properties, it's still at 3.50. You might want to try stress testing programs such as AIDA64 or OCCT. Additionally, using MSI Afterburner while gaming can display the load in GHz for your CPU, GPU, and memory.

Do you know of any program that lets me check if the CPU clock increases when I adjust settings? It still shows 3.50 when I open System Properties. You should try a stress test tool like AIDA64 or OCCT. Also, using MSI Afterburner while gaming can display the actual GHz usage of your CPU, GPU, and memory.
Thanks a lot! I downloaded GPUz and everything is now working properly. My Intel Core i5 4690 is running at 4.1 GHz and I’m satisfied with the performance. I can always revert to 4.2 if needed, but extra heat is fine. Thanks guys!
