When it restarts using the ez tuning wizard, it launches into Windows without any adjustments made, and attempting to open BIOS results in a black screen.

It doesn't seem right. Could there be a configuration problem? Consider resetting the BIOS to its default settings if possible. Check if the BIOS indicator on your motherboard shows any failure. Attempt a CMOS reset, then re-flash the BIOS. If the issue persists, review the list of potential causes... It might be a BIOS issue or a failing CPU. I might be mistaken, but someone more experienced could assist you!

Try changing the CPU and see how it performs. You probably won't find one that's missing. Look at the pins on the motherboard for the CPU as well.

It seems there might be a problem, but it doesn't appear to be a BIOS-related one. You should focus on checking the hardware now. Unless I'm mistaken, it looks like a configuration issue, though it seems hardware-related to me.
