Hey there! You're aiming to set up a solid gaming rig with your current gear—Dell OptiPlex and HP EliteDesk. To hit your goals from NES to PS2 (and maybe PS3 if you can), focus on boosting performance. Consider upgrading the CPU, adding more RAM, and possibly swapping in an SSD for faster load times. If budget is tight, look into budget CPUs like the Intel Core i3 or AMD Ryzen 5 paired with extra RAM. You might also explore used or refurbished components to save costs. Since you're building this for your brother, think about his preferences too—maybe a few classic titles first. Let me know if you need more specifics!

The CPU, AMD Excavator A9-9400, is quite outdated (about seven years) and may limit emulation performance. I’d suggest you could likely run up to N64 and PS1 games, perhaps GameCube, though PS2 emulation probably won’t work. The GPU, Radeon R5 Graphics, is even more ancient and matches the power of a GT220 or GT430. If you haven’t purchased the PC yet, consider checking eBay for better deals. If you’ve bought it already…well, give it a try and see what’s playable!

I just finished a tutorial and when I ran batocera, it performed up to 80% of ps2 at full speed. Personally, I noticed wii works with it too, along with dreamcast and gamecube on psx2, though there was some lag. It was worth the investment.
