I purchased a budget Dell XPS 8500 for $150 and an XFX RX 580 with 8GB RAM for $140. However, most of my games run at around 60fps. TV

Should I be getting this setup or am I encountering a bottleneck, possibly on the motherboard or TV?
Which games have a maximum FPS limit?
What is your typical FPS range? 30-50? 50-60 or consistently 60?
How do you determine FPS?
I perform in-game benchmarks similar to GTA V and standard benchmarking tools,
Transitioning from a GT 640 (30fps on GTA) to an RX 580
Consistently maintains around 60 fps
