Is the server on your desktop or another machine? If it's on your computer, you may experience some lag because I suspect you're also playing Minecraft, and both of us are running resource-heavy apps that compete for memory. Minecraft being a Java app will use memory allocated to Java, potentially slowing down the server. Other background programs likely won't help much. This setup works for small servers, but for better performance consider renting a budget VPS or using an extra PC if you have one.
