I think the system runs multiple threads, as I observed frequent spikes in all four CPU cores during my private server run earlier. Higher clock speeds also make a difference. 2. The RAM speed is beneficial too, along with the storage drive used—SSDs are especially good since they’re extremely fast.

Generally, these are single-threaded programs (except when circumstances shift). They perform better with higher clock speeds, but more crucially with individual core IPC. The amount of RAM required is completely determined by the number of users you have. A Minecraft server becomes extremely memory-intensive when many people join, and performance drops further if you install mods.

Additionally, when the server runs out of available memory, performance drops significantly and CPU activity rises. Make sure to allocate a bit more RAM to avoid these issues.

RAM isn't the problem. Performance drops significantly with around 10 users. The issue seems linked to the internet, not the storage. I've allocated 8GB, but only about 70% is used by those people. Could it be the RAM speed (1333MHz with an extra 4GB) or the CPU speed (4.2GHz across all cores)?

It seems the performance might not come from the CPU alone. Running multiple tasks at once could lead to delays.
