He recently bought a new laptop, but we don’t have an internet connection. If we do have one, he wouldn’t want to create a Windows account. Is there a method to skip the Wi-Fi login screen, especially in a third-world country?

Use Shift+F10 to enter the console, then press OOBE and bypass the restriction. Click "I don't have internet" if needed.
