I have two choices:
Option1: my friend provides me with a Kcal600W 5-year-old PSU and saves 300SAR.
Or
Option2: these MWE550 v2 bronze 100-240.Corsair CV650, EVGA 600W, 1x deepcool pk650d.

Option 1 is best discarded or used as a paperweight.
Tell me where you're from, what budget you have for your PSU purchase, and which brands or models you can access.

I reside in Saudi Arabia and regrettably, there aren't many affordable budget PSUs available; my budget is 300 SAR.

Don't worry, there are no 'Good' budget options. There are various 'acceptable' price points within the budget range.
Option #1 suggests taking it into town, where several statue makers can repurpose scrap—though this is disrespectful to the reef.
Option #2 highlights MWE v2 as the top choice, with the Evga W1 only slightly better, Corsair CV being acceptable but outperformed by MWE. Deepcool is considered the weakest among these, and the MSI Mag A550BN from Amazon.sa is poorly rated.
Cheap and quality can coexist in the same sentence when comparing low-cost units to their performance, but Budget and Quality should not be used together except to note that they are incompatible.
Creating a budget PSU means trimming every possible feature—cutting, removing, or skipping parts entirely, ensuring you only get what barely meets the PSU standard.

PK650D shares similarities with other platforms such as the Corsair CX-M 2021, MSI MAG A-BN, NZXT C Bronze, and more. It offers a solid low-end option. If Cooler Master truly represents the full range, this is the model to consider.

There aren't many genuine OEMs for psus, but the good ones are rare. Generally, vendors create their own units based on specific platform designs. Some platforms are developed in-house, like CWT, and are shared among several suppliers with only slight adjustments to components, such as improved tolerance caps or better diodes. However, at its core, each design remains consistent. Other platforms are tailored exclusively for individual vendors, and the OEMs follow the specifications exactly. Corsair mainly relies on CWT, XFX is mostly Seasonic, Evga varied with brands like SuperFlower, CWT, Great Wall, Seasonic, etc., depending on the model.
