I've consistently mentioned that the "NFS" UG line shouldn't belong to the NFS collection. All the titles avoided having cops, which was the core idea behind NFS.

The EU version was provided by Amazon. You can look for it on their official site or contact their support for download options. Modifying it into the game isn’t something you should attempt unless you’re certain of the legal and technical implications.

I really enjoyed Underground and Underground 2 when they were just starting out, but it's likely been about eight years since I played them. I can't locate the original version anymore—I probably borrowed it from someone.
