I own an i7 990x with a 130 watt TDP. It's currently cooled by a Hyper 212, but it struggles to keep the CPU below 84°C during heavy use. I'm looking for reliable air coolers compatible with socket 1366 that cost less than $60.

You'll need to understand your case requirements for CPU cooler height compatibility.
The Scythe Fuma offers a compact 120mm fan design with dual towers and is budget-friendly, making it suitable for most cases. For larger cases, the Mugen 5 provides a slightly improved option.
CPU Cooler options include:
- Scythe - FUMA Rev.B 79 CFM ($46.99 @ Amazon)
- Scythe - Mugen 5 Rev. B 51.17 CFM ($52.29 @ OutletPC)

Needs to understand your situation regarding CPU cooler height compatibility.
*The Scythe Fuma works well with most cases due to its compact 120mm fan design, dual-tower setup, and affordable price. For larger cases, the Mugen 5 offers a slightly improved fit.
CPU Cooler:*
Scythe - FUMA Rev.B 79 CFM CPU Cooler
($46.99 @ Amazon)
Scythe - Mugen 5 Rev. B 51.17 CFM CPU Cooler
($52.29 @ OutletPC)
It's suitable for S340 models.

You can opt for the cooler I suggested. It has a maximum height of 160mm, which matches the Hyper 212's dimensions.

*The Scythe Fuma works well with most cases due to its shorter 120mm fan design, dual-tower setup, and affordable price. For larger cases, the Mugen 5 offers a slightly better fit.
CPU Cooler options:*
Scythe - FUMA Rev.B 79 CFM CPU Cooler
($46.99 @ Amazon)
Scythe - Mugen 5 Rev. B 51.17 CFM CPU Cooler

I was considering a hyper 612 but haven’t found suitable mounting hardware, and I’m unsure if it would clear my RAM.

The hyper 612 measures 161mm in height. It's uncertain whether it will fit in your device. It might work, but it seems incompatible with LGA 1366.
