Why are you planning to format the new drive? Isn't it already empty? Also, do you have a 16 gig flash drive and another device to set up an installation tool for Windows 10? This way, you'll be able to access Windows after installing it on your new hard drive.

You must reinstall the operating system. You need a storage device that can be converted into bootable media. From there, you can reach the command prompt, use diskpart, and format the drive as desired.
