Update the BIOS and drivers, and consider lowering the voltage on your chip. A 240mm might seem minor for cooling such a high-power processor... heh... picture cooling a 263W Intel core i9!!
You can chill a chip effectively using a 120mm fan, though the speed matters. Many all-in-one units have slow fans that aren't built for high static pressure! I wouldn't lower the voltage unless the person is running extensive stress tests to catch any calculation issues.
