I understood that my sister's computer was using only a third of its 4GB RAM. I looked up some YouTube tutorials and followed the steps in MSConfig, then went to Boot settings, advanced options, and adjusted the maximum memory to around 250MB. Now Windows isn't loading properly. I'm really struggling!

You can't perform a safe boot. Try taking out one RAM stick to check if it activates Windows hardware detection for reconfiguration. The installation CD may also help fix the issue.
