Similar to cmd, it will display "access denied" even when you run as administrator.

Do you possess a Linux Live CD nearby? If so, start it and remove it from there. Otherwise, obtain an Ubuntu ISO, burn it onto a CD, and proceed.

Have you attempted a reboot after performing disk clean-up (including Clean Up System Files and checking all boxes)? You'll need to do this if you want to remove it, otherwise it remains locked. Regarding changing the user folder name, you're limited. You can either create a new Administrator account, switch in, and delete the old one, or format the drive and reinstall Windows. Since Windows 10 is now activated, you won't need to enter a license key during installation—just skip it if prompted. Once connected to the internet, Windows will activate automatically.
