Steam won't issue a refund unless you provide solid evidence, such as a video showing the transaction gone wrong. Many users have been taken for fake deals offering free skins, so Steam will only return them if you can prove you were scammed beyond doubt.

You might consider using an intermediary because the platform doesn’t assist with trades after certain steps are taken. Steam’s customer service isn’t very helpful in this case, so it’s best to rely on others for support.

They weren't designed for that purpose—it's meant to stop items from getting lost because of clicked phishing links and software that removes your inventory or hacks away at your valuable assets, reducing the need to trick people as much.
