You don’t notice 950 GB of free space unless you exclude the EFI and Recovery areas (which are essential). Your C: drive is filling up completely. If your C: partition already holds 960 GB, you’ll need a third-party tool to reduce it before making another partition. Unless you’re aiming for dual boot, there’s usually no need to do this.

Windows partitioning won’t move files, so you can only reduce space to the final available spot. Use a third-party utility such as minitool partition editor for this.
