Have you considered bypassing the format step and simply entering "D:\setup"? I don’t recall that far back for the 98 installer, but it could allow you to format the drive through the GUI installer if you can’t do it from the command prompt. Another possibility (if supported) is using a small memory card and extracting ebd.cab to it.

I also tried it before and again recently when you mentioned it. Each time the disc spun and prompted to press enter for setup... I followed through, but now it remains stuck on that screen.

You basically need to be able to format the drive and for that you need the format utility. If you can extract the ebd.cab onto your main PC and burn the contents of that to another CD, you might be able to switch out discs, format the c drive and then put the win98 one back and start the setup. Running out of ideas now, sorry.

Same situation again, just a bit more appeared on the screen after trying to run the setup script.
